I've spoken with my mother and she supports me on my decision. Is my age a problem? My breasts have stopped growing and I am going to consult my doctor soon. I am very asymmetrical and have small breasts.

You should meet with a board certified ASAPS member surgeon in your area. All breast augmentation is both cosmetic and reconstructive and only an evaluation of your particular anatomy will allow your surgeon to determine their comfort level with performing the procedure to help you.
Unfortunately, Breast Augmentation is limited to women over the age of 18 for saline and 22 for silicone. However, It can be done at an earlier age if you have a developmental deformity. Mild asymmetry doesn't qualify. You should definitely consult a Plastic Surgeon in your area to be evaluated in person.
